Key Qualification: memorable hair | intransigence | lifetime of non-controversiality, to ensure maximum surprise factor once appointed

Check on Power: impeachment, which instantly ups the entertainment | primary challenges, which occur if congressperson makes mistake of actually supporting compromise | death
